Job Description
The CQI Technical Advisor’s main responsibility will be to provide technical leadership and direction in Quality Improvement for MUWRP PEPFAR programs. H/She will ensure coordinated and efficient efforts with the program teams, MoH and other PEPFAR CQI collaboratives in designing, implementing and monitoring the quality improvement activities aimed at improving the of quality HIV/AIDS prevention, care and treatment program at facility, community and district level.
Key duties and responsibilities
Planning
Participate in the COP planning process, program workplan and budget development and ensure integration of QI into all program activities
Participate in program target setting and redistribution for proper planning, implementation and monitoring.
Provide technical guidance to the program sub grantees for annual and activity work plans and budget development.
Program monitoring and reporting
Contribute to the development of program data collection and reporting tools and program indicators aligned with the MUWRP and PEPFAR program goals and objectives.
Support the periodic collection of accurate, consistent and timely programmatic data as may be required by MoH/ PEPFAR/IHPT/HJF/MUWRP to support adhoc and scheduled reporting
Periodic review of program data to identify recurring challenges/gaps and proactively institute CQI to include RCA to guide the program on improvement measures
Develop and implement a systematic and routine data quality audit plan and conduct data quality checks to inform quality of the HIV prevention, care and treatment program including TB
Lead the planning and coordination of SIMS assessment visits, reporting and remediation follow up as required
Provide quarterly progress reports highlighting CQI and system improvement areas addressed, technical assistance needs, lessons learnt and best practices.
Participate in the planning and conduct of data/service quality assessments and other evaluations as may be required.
Capacity Building and Technical assistance
Coordinate/ participate in capacity building for district, health facility and sub grantee teams through organizing; CMEs, cross learning sessions; on job/off site trainings, coaching and mentorship to facilitate change.
Organize and carry out coaching, technical assistance and mentoring visits to facilities, CBOs and district quality improvement teams to support problem identification, analyze their processes, develop, test and implement changes to improve quality of care of beneficiaries.
Contribute to capacity strengthening initiatives for the QI program through development of capacity building plans to address identified needs, training strategies and materials
Program implementation-
Implement CQI related activities as detailed in the approved annual PEPFAR program workplan
Provide appropriate technical and supervisory support to facilities and program sub grantees for effective implementation of the CQI programs.
Collaborate with the MOH/ACP and other relevant ministry technical teams and provide technical assistance in planning, implementing, and monitoring the QI initiatives.
Represent MUWRP in related external engagements such as meetings, workshops, TWGs, IHPT/MHRP calls
Resource Mobilization
Engage in alternative resource mobilization initiatives for the organization such as grants writing, strengthening/ building on resourceful collaboratives
Knowledge sharing and learning
Identify, document, disseminate, adapt and scale up best practices and program innovations as may be identified through CQI
Write abstracts to improve knowledge sharing and MUWRP visibility.
Other duties
Perform other related duties as may be assigned
Required qualifications, skills and Experience:
Bachelor’s Degree in statistics, Nursing or Population studies and additional training CQI
Master’s degree in Statistics or Public Health from a recognized University will be of added advantage
Experience: A minimum of 5 years’ experience in HIV/AIDS quality improvement programming, proven track record in Implementation of quality improvement activities in HIV programs.
Certification and Licensing:
Additional training in CQI will be an added advantage.
Clear understanding of current Uganda ART guidelines.
Excellent written and oral communications skills.
Proficient in interpreting and analyzing diverse data
Ability to work collaboratively and independently to achieve set goals.
Ability to think creatively and strategically to recommend program process and system improvement
Ability to meet very tight deadlines.
Physical Availability:
Ability to permanently reside in Mukono
Ability to frequently travel to the MUWRP PEPFAR supported sites in Buikwe, Kayunga, Luwero and Nakasongola and Buvuma Islands.
Supervisory Controls: The Incumbent will serve under the immediate supervision of the PEPFAR Program Manager
