Job Description

Reports to: Manager Sector Skills Expert Support

Department: Industrial Affairs

Location: TVET Council Head Office, Kampala

Basic Function (Summary of the function).

The Senior Sector Skills Expert Officer provides technical leadership, coordination, and support in the functioning of Sector Skills Expert Committees, ensuring effective development, implementation, monitoring, and continuous improvement of sector-specific skills standards, qualifications, curricula, and training packages in line with the TVET Act, 2025 and national development priorities.

 

Duties And Responsibilities

1.    Coordination of Sector Skills Expert Committees

a)    Coordinate and provide technical support to Sector Skills Expert Committees (SSECs).

b)    Technically facilitate establishment, composition, and periodic review of SSECs in line with the Act.

c)    Develop and disseminate SSEC operational guidelines and reporting tools.

d)    Convene and technically support SSEC meetings and consultations.

e)    Ensure alignment of SSEC outputs to national skills priorities and labour market needs.

 

2.    Standards and Qualifications Development

a)    Technically support the development and review of occupational standards and qualifications.

b)    Support industry-led and demand-driven standards development processes.

c)    Coordinate sector validation and consensus-building processes.

d)    Provide guidance on Recognition of Prior Learning (RPL) standards.

 

3.    Development and Review of Training Packages and Curricula

a)    Coordinate, design and review of competence-based training packages and curricula.

b)    support the integration of cross-cutting issues (digital, green skills, gender, inclusion).

 

4.    Policy Advisory and Technical Support

a)    Provide technical support on sector skills development to management.

b)    Contribute to the formulation and review of TVET policies, regulations, and guidelines.

c)    Analyse and report on emerging sector skills trends.

 

5.    Monitoring, Reporting, and Quality Assurance

a)    Monitor implementation of sector skills activities and SSEC action plans.

b)    Apply quality assurance tools to standards, qualifications, and training packages.

c)    Prepare statutory, management, and donor reports.

 

6.    Stakeholder Engagement and Collaboration

a)    Build and maintain partnerships with industry, employers, and training institutions.

b)    Represent the institution in sector and skills development fora.

c)    Promote private sector participation in TVET planning and delivery.

 

7.    Supervision and leadership 

a)    Provide supervision, technical support, guidance and capacity building to staff under direct supervision

b)    Prepare unit plans and performance agreements for staff under supervision

c)    Provide on-the job training, coaching and mentoring to staff under supervision.

d)    Ensure compliance with institutional policies and ethical standards

 

Supervision received: Directly supervised by the Manager Sector Skills Expert Support

Supervision exercised: None 

Education Requirements 

a)    Honours Bachelor’s Degree in Engineering, Technology, Education (TVET), Economics, Industrial Development, or a related field.

b)    Post graduate Degree in TVET, Human Resource Development, Industrial Training, Education Policy, or a related discipline is an added advantage.

c)    Training in Competence-Based Education and Training (CBET), qualifications framework development, or curriculum design.

d)    Membership in a relevant professional body is an added advantage.

 

Experience

a)    Minimum of 6 years relevant professional experience in TVET, skills development, standards development, or industry training.

b)    At least 3 years at senior or supervisory level in a public sector, private sector/NGO, regulatory authority, or large skills development programme.

c)    Demonstrated experience working with industry stakeholders and multi-sectoral committees.

 

Knowledge and Skills 

a)    Strong analytical and policy advisory skills

b)    Excellent stakeholder coordination and facilitation skills

c)    Knowledge of labour market analysis and qualifications frameworks

d)    High-level report writing and communication skills

e)    Leadership and team management abilities

 

Physical Demands: None

Travel requirements: Frequent out-of-office engagements and travel are anticipated. May be required to travel out of the country to establish best practices within the region/internationally.
