Job Description

PROJECT:
The LPHS North and Southwest Activity, implemented by the Joint Clinical Research Centre (JCRC), seeks to
strengthen district-based, integrated, and high-quality HIV/AIDS and TB services across nine districts in the
Acholi subregion. The overall goal is to enhance the availability, accessibility, and utilization of comprehensive HIV and TB services.
GENERAL POSITION SUMMARY:
The Senior Program Officer will work in collaboration with the District Based Teams Manager guided by technical
oversight of technical leads to support continuity of prioritized lifesaving HIV/TB services within the assigned district/cluster. S/hewill work closely with the DHT/facilities to ensure that critical quality HIV/TB testing and treatment activities are in line with government of Uganda and project/donor priorities and policies.
ESSENTIAL JOB RESPONSIBILITIES:
1. Work with the district/site team in planning, implementation, monitoring and reporting on
prioritized lifesaving HIV/TB testing, Adult and Pediatric/Adolescent Care & Treatment and management services.
2. Work with the district/site teams to transition to pALD all eligible pediatrics at supported sites.
3. Work with the Community & PSS officers to coordinate skilling of Community Health Extension
Workers (CHEWs) in the prioritized district(s).
4. Work with district/site teams to provide prioritized lifesaving PMTCT/EID services
5. Work with the site teams & cough monitors/Community Linkage facilitators to support

TB case finding, case holding and access to TB treatment & preventive therapy.
6. Work with the MEO to ensure accurate and timely data collection, monitoring and reporting for prioritized lifesaving services within supported
7. Work with the Laboratory Specialist to ensure effective coordination of the laboratory hub/sample transport network and optimal utilization of the GeneXpert, Truenat, CrP and POC/EID/VL and LIMs platforms for
client sample/result management within supported cluster
8. Work with the Supply Chain Specialist to sustain life saving commodity availability within the supported
districts/cluster.
9. Contribute to documentation of the best practices, success stories, abstracts in the supported
district/cluster.
10. Spearhead district engagement with the district leadership for program priorities/plans/ activities.
11. Develop customized work plans, weekly and district activity reports and budgets.
12. Support cluster team performance management, leave management and program coordination.
13. Perform any other duties as requested and assigned by
the supervisor.
QUALIFICATIONS, KNOWLEDGE AND
EXPERIENCE:
• The ideal candidate must hold a Bachelor of Medicine and Bachelor of Surgery. (MBChB)
• Master’s in Public Health or Post Graduate training in project management as an added advantage.
• Minimum of five (5) years’ experience working in USG-funded and other donor-supported HIV and TB
programs.
• Proven experience working with local government/districts and willingness to work
upcountry.
• Excellent command of data analytics, data use for decision making.
• Excellent written, oral communication and presentation
skills.
• Ability to develop Activity plans and budgets.
