Job Description

Reports to:               Manager Legal Services and Council Affairs, TVET Council

Department:           Legal Services and Council Affairs

Location:                  TVET Council Head Office, Kampala.

Job Summary

The Senior Legal Officer Policy and Council Affairs serves as a legal advisor to the TVET Council. The role involves providing expert legal counsel on all matters pertaining to the Council’s mandate, ensuring statutory compliance, and managing all corporate secretarial functions to support the efficient and effective governance of the Council.

 

Duties and Responsibilities

1)    Legal Advisory Services

a)    Serve as a legal advisor to the Council and its management on all statutory and regulatory matters.

b)    Interpret and ensure compliance with the TVET Act 2025 and other relevant laws and regulations.

c)    Draft, review, and negotiate contracts, memoranda of understanding, and other legal documents on behalf of the Council.

d)    Represent the Council in legal proceedings.

e)    Develop and implement a comprehensive legal risk management framework for the Council.

f)      Provide legal guidance on the development and implementation of TVET policies, standards, and regulations.

g)    Advise on matters of intellectual property, data protection, and other legal aspects relevant to the Council’s operations.

 

2)    Management of Council Affairs 

a)    Organize and manage all meetings of the TVET Council and its committees, including the preparation of agendas, board papers, and minutes.

b)    Ensure that the Council’s business is conducted in accordance with its constitutive documents and applicable laws.

c)    Assist in the development, review, and implementation of the Council’s corporate governance framework, including charters, policies, and a code of conduct.

d)    Maintain the Council’s statutory registers and records.

e)    Oversee the development and implementation of the Council’s corporate governance framework, including policies and procedures.

 

3)    Supervision and leadership 

a)    Provide supervision, technical support, guidance and capacity building to staff under direct supervision

b)    Prepare unit plans and performance agreements for staff under supervision

c)    Provide on-the job training, coaching and mentoring to staff under supervision.

 

Supervision received: The Senior Legal Officer, Policy and Council Affairs is directly supervised by the Manager Legal Services and Council Affairs.

Supervision exercised: Provides supervision to the Legal Officer.

 Education Requirements 

a)    An Honours Bachelor’s degree in Law from a recognized university.

b)    A Postgraduate Diploma in Legal Practice from the Law Development Centre.

c)    Must be an enrolled Advocate of the High Court of Uganda with a valid practicing certificate.

 

Experience

a)    A minimum of six (6) years of relevant professional experience in a reputable public or private organization, with at least three (3) years in a senior legal or corporate secretarial role.

b)    A Master’s degree in Law, Business Administration, or a related field will be an added advantage.

 

Knowledge and Skills

a)    Good understanding of Uganda’s legal and regulatory framework, particularly in the education or regulatory sector.

b)    Demonstrated experience in providing legal and strategic advice at a senior level.

c)    Proven ability in corporate governance and board administration.

d)    Excellent drafting, negotiation, and communication skills.

e)    Strong analytical and problem-solving abilities.

f)      High level of integrity, professionalism, and confidentiality.

g)    Ability to work independently and as part of a team in a dynamic and evolving environment.
