Job Description
ITU (International Telecommunication Union) provides platforms and tools for effective policy, legal and regulatory frameworks to support regulators and policymakers in driving inclusive and cross-sectoral collaboration so that all stakeholders have their voices heard and create a virtuous dynamic for the digital transformation.
ITU convenes global and regional forums to discuss global trends in regulation for sector members and other national and international stakeholders, through organizing strategic dialogues on topical policy, legal, regulatory, as well as on economic and financial issues and market developments.
ITU provides data, research, analysis and tools to support members in defining, elaborating, implementing, and reviewing transparent, coherent and forward-looking strategies, policy, legal and regulatory frameworks as well as in moving towards evidence-based decision-making.
ITU provides direct assistance to countries and regions for enabling environment of smart connected societies.
TERMS OF REFERENCE
Under the direction of the Americas Regional Office (RO-AMS) and in coordination with the Regulatory and Market Environment Division (RME), the consultant will:
- Carry out the tasks assigned on the area of specialization.
- Ensure that all tasks are carried out according to schedule.
- Prepare reports/presentations in accordance with assigned responsibilities.
- Provide documents requested by ITU.
- Participate in face to face and online meetings scheduled for development of the activities and delivery of results.
CONCRETE DELIVERABLES
Depending on the area of intervention (Digital Policy, regulatory, economic and market trends):
- Detailed analysis on policy, regulatory, economic and market trends.
- Contribution to the creation of topical digital policy, regulatory, economic and market content.
- Development of training content and delivery of training.
- Implementation of research activities for the area of specialization and communication.
COMPETENCIES
- Excellent knowledge of the telecom/ICT environment and digital ecosystem, mainly in the Americas Region.
- Extensive experience in ICT policy, regulatory and market analysis, mainly in the Americas Region.
- Ability to develop training content and deliver training.
- Excellent ability to coordinate activities and communicate.
- Excellent editing skills and ability to produce high quality reports and documentation in Spanish and/or English.
- Effective communication and presentation skills.
QUALIFICATIONS REQUIRE
Education: University degree in Telecommunication/ICTs, law, economics, public affairs and international relations, international development, management, engineering, political or social sciences or a related field. An advanced degree would be an advantage.
Experience:Â Â At least five (5) years of progressively responsible experience in the field relevant to the Special Service Agreement (SSA).
Languages:Â Knowledge of Spanish and/or English at advanced level.
