Background

Since 1999, War Child Canada has worked in 20 countries, currently operational in Afghanistan, Yemen, Sudan, South Sudan, the DRC, and Uganda.

Over 2,500,000 conflict-affected children and adults reached
985,000 people benefitted from educational initiatives
480,000 people supported to climb out of poverty
1,075,000 people gained better access to rights and justice systems
War Child Canada in Uganda:

Operating since 2014 in 10 districts (mainly refugee-hosting)
Current districts: Adjumani, Obongi, Yumbe, Arua, Koboko, Isingiro, Lamwo, Kikuube, Kamwenge

Context: BRIDGE Project
The BRIDGE Project, implemented from 2022 to 2026, is a partnership between War Child Canada, Mastercard Foundation, CEFORD, ELECU, and eight refugee-led community-based organizations.

Objectives:

Increase access to market-relevant secondary and tertiary education and skills for refugee and host community youth.
Improve capacity of education institutions and teachers to deliver quality education and skills.
Project Activities Include:

Enroll 20,400 lower secondary AEP learners and 2,168 advanced level learners into centers
Enroll 2,003 learners in 11 TVET schools and 136 learners in universities
Conduct annual market analysis to tailor interventions
Implement i-UPSHIFT business incubation “boot camps”
Strengthen youth business support centres and TVET institutions
Provide financial support and mentorship to young people
The program promotes continuous learning, youth empowerment, and sustainability.

Position Summary
The Project Assistant, TVET, will:

Manage relationships across implementing partners
Support the design, planning, implementation, and reporting of project activities
Provide project management support to the Senior Project Officer – TVET
Ensure improved quality and access to TVET and skills development services
Support empirical and policy-oriented analyses

Key Duties & Responsibilities
Support development and implementation of weekly, monthly, quarterly, and annual work plans, project activities, and budgets
Lead field-level planning and delivery of project activities in southwestern Uganda
Mobilize community members, youth, women, families, and stakeholders to participate in project activities
Participate in coordination meetings at settlement, sub-county, and parish levels
Assist with project risk management and mitigation
Ensure quality of TVET clubs’ activities, attendance, and record-keeping
Monitor activity implementation and budget utilization
Organize and facilitate training sessions and capacity-building initiatives
Support the establishment and strengthening of TVET networks
Assist M&E team with tracking, data collection, database administration, and reporting
Compile and submit regular project activity reports

Requirements
Education:
Bachelor of Vocational Studies in Technological Studies with Education, or related field
Advanced university degree in TVET or related area is an advantage
Experience:
Minimum 3 years in education, preferably in TVET, teacher professional development, or higher education
Understanding of Uganda’s TVET system and vocational skills training
Other Skills / Competencies:
Knowledge of partners’ expectations and trends in TVET sector
Project management skills: results-based management, financial management, M&E, reporting
Integrity, reliability, and commitment
Analytical and problem-solving skills
Ability to build and maintain partnerships
Ability to work under pressure and meet deadlines with attention to detail
Strong IT skills and familiarity with office software and online collaboration tools
Experience communicating with beneficiaries and working with local governments / NGOs
