1. Job Purpose
The goal of this position is to support the design, implementation, and integration of the Monitoring and Results Measurement (MRM) system, contributing to the effective delivery of the Trade for Jobs Uganda initiative.
2. Background
Trade for Jobs Uganda is a five-year initiative (2025–2030) co-led by the International Labour Organization (ILO) and the International Trade Centre (ITC), with funding from the Swedish International Development Cooperation Agency (Sida).
Using a market systems approach, the project leverages trade as a driver for decent job creation and income generation for women and men living in poverty in Uganda, by strengthening two high-potential sectors: dairy and tourism.
The project aligns with Uganda’s National Development Plan (NDP) IV (2025/26–2029/30), focusing on enhancing production, productivity, and value addition. It seeks to achieve this through:
Strengthening regional and global trade of dairy products and tourism services, with a focus on micro and small enterprises (MSMEs).
Supporting private sector development through value addition, diversification, competitiveness, and an improved business environment.
Engaging Swedish companies to leverage their expertise, services, and private investment potential.
The market systems approach emphasizes long-term, sustainable impact through evidence-based adaptation and partner-driven implementation.
3. Duties and Responsibilities
Under the direct supervision of the ITC Trade for Jobs Uganda Project Manager and in close coordination with the Trade for Jobs Uganda Deputy Team Lead, the Advisor will:
Review the DCED Standard for Results Measurement and identify principles relevant to the project.
Design and establish Intervention Guides for each intervention based on DCED elements.
Develop results chains for the overall project and individual interventions.
Identify and measure indicators related to trade, MSME growth, employment, gender, and youth outcomes.
Determine appropriate data collection methods for all measurement levels.
Ensure integration of M&E activities into project planning, implementation, and reporting.
Develop and operationalize a monitoring plan to track progress toward objectives.
Support project staff in MRM system use, data collection, and review processes.
Commission and oversee third-party data collection, analysis, and reporting.
Manage and analyze collected data to ensure accuracy and usability.
Prepare progress and results reports for management, donors, and stakeholders.
Collaborate with the knowledge and communications officer to produce evidence-based learning materials.
Facilitate MRM training sessions for project teams and partners.
Promote full integration of the MRM system into project management and team learning.
Perform any other related duties as required.
4. Qualifications and Experience
Education:
Advanced degree (Master’s or equivalent) in socio-economic research, business, economics, international development, or a related field.
A first-level degree in the same fields with two additional years of relevant experience may be accepted in lieu of an advanced degree.
Qualifications:
Training or certification in Monitoring & Evaluation (M&E) or Market Systems Development (MSD) is desirable.
Experience:
Minimum of two years of relevant experience in monitoring, evaluation, or results management.
Experience developing and managing MRM or M&E systems desirable.
Experience in the private sector, market systems, or value chain development advantageous.
Familiarity with the DCED Standard is desirable.

7. Additional Information
This contract will be administered on behalf of ITC by UNOPS.
The position is open to Ugandan nationals residing locally.
Applicants must be authorized to work in Uganda.
Those selected from outside the duty station will be responsible for their relocation expenses.
