Job Description

Main Job Functions:

  • Develop, implement, and maintain comprehensive HSE policies, procedures, and management systems aligned with Uganda’s Occupational Safety and Health Act 2006, NEMA regulations, and telecommunications industry standards. 
  • Ensure compliance with the National Environment Act including obtaining and maintaining all necessary environmental permits, licenses, Environmental Project Briefs, and Certificates of Approval from NEMA for telecom infrastructure. 
  • Conduct Environmental and Social Impact Assessments (ESIA) and Environmental Audits as required by NEMA for new and existing installations, managing approval processes and submitting compliance reports within stipulated timelines. 
  • Conduct systematic risk assessments across RAN sites, data centers, and fiber routes, identifying hazards related to tower climbing, electrical systems, RF exposure, and confined spaces, then implementing appropriate controls 
  • Investigate all workplace incidents, accidents, injuries, near-misses, and environmental incidents, preparing detailed reports and implementing corrective actions in accordance with regulatory requirements. 
  • Design and deliver comprehensive HSE training programs including safety induction, tower climbing and rescue, electrical safety, confined space entry, first aid, fire safety, and environmental awareness. 
  • Plan and conduct regular safety audits and site inspections across telecom infrastructure to evaluate compliance with Ugandan OSH standards, NEMA environmental guidelines, and company safety procedures. 
  • Monitor and ensure compliance with NEMA standards for electromagnetic field emissions, radio frequency radiation exposure, noise pollution, air quality, waste disposal, and fuel storage across all telecom operations. 
  • Evaluate and monitor HSE performance of contractors and vendors, ensuring compliance with Ugandan safety regulations, environmental permits, and company standards throughout. 
  • Track and report HSE key performance indicators including incident rates, NEMA compliance status, audit findings, training completion, and prepare statutory reports to NEMA, Ministry of Gender Labour and Social Development, and UCC.                                                                       

Education 

  • Minimum of a Bachelor’s degree in Telecommunication / Electrical Engineering or any other relevant degree.

Work Experience
