Job Description
The Health, Safety & Environment Officer will be responsible for ensuring the safety of workers on construction sites and workshops. S/he will monitor all activities to ensure proper procedures are followed and equipment is used correctly.
Duties and Responsibilities
- Provide advice to Site Supervisors and Workshop Managers on health, safety, and environmental issues.
- Monitor compliance with Project and Company Occupational Health and Safety policies through regular inspections and internal audits.
- Ensure established site and workshop safety rules are visibly posted and followed.
- Conduct weekly safety inspections and prepare reports for the Site Manager and HSE Coordinator.
- Perform daily tours of construction sites and the workshop, logging observations in the Daily Observation Register; report unsafe acts and conditions immediately.
- Report serious safety breaches that endanger workers to the Site Manager immediately.
- Assist Site Manager, Construction Manager, and Supervisors in risk assessments and safe work method statements.
- Develop and deliver internal health and safety training programs, including workshop safety and lifting procedures.
- Conduct daily Toolbox Talks and maintain proper records.
- Support Pre-Task Briefings on control measures and safe work practices for both site and workshop activities.
- Deliver Site and Workshop Safety Orientation Training for all workers, subcontractors, and visitors.
- Investigate incidents and prepare reports for Site Manager, HSE Coordinator, and HSE Manager.
- Audit registers and permit systems for lifting equipment, lifting accessories, excavations, confined spaces, hot works, and Lock-out/Tag-out procedures.
- Provide weekly H&S statistics and data to the HSE Coordinator.
- Conduct equipment safety inspections at the workshop to ensure proper use, maintenance, and lifting procedures.
Qualifications and Skills Required.
- Bachelor’s degree in Mechanical/Civil Engineering, Environmental Management, or related field.
- Occupational Health and Safety certification is an added advantage.
- Minimum 5 years’ experience as HSSE Officer or Engineer.
- Strong knowledge of environmental, health, and safety legal frameworks.
- Good computer skills (MS Excel and MS Word).
- Highly organized and detail-oriented.
- Knowledge of Occupational Health and Safety or Risk Management practices.
- Working knowledge of National Occupational Health and Safety regulations.
- Passionate about health and safety.
- High integrity, confidentiality, and accountability.
- Strong teamwork and work ethic.
- Understanding of construction techniques and ability to interpret drawings.
- Knowledge of construction equipment, workshop operations, equipment safety inspections, and lifting procedures is highly desirable.
- Proactive problem-solver able to manage difficult situations positively.
