Job Description

Reporting to the Deputy Governor, this role shall be responsible for providing comprehensive legal advisory services to the Bank of Uganda (BoU), ensuring that BoU complies with the applicable legal and regulatory framework, protecting its interests and contributing to the development of monetary and financial sector policies, while overseeing the output of BoU’s legal directorate and the supervised financial institutions (SFI) Resolution Unit.

Key Responsibilities
• Drive the preparation, implementation and review of the Legal Services Directorate (LSD) strategic plan, to ensure alignment to BoU’s Strategic Plan.
• Review the annual work-plans and budgets of the department and division to ensure alignment with the LSD’s strategic plan.
• Monitor the implementation of LSD strategic plan, annual work-plans, expenditure from the approved budgets of the department(s) and coordinate activities of the LSD.
• Provide legal advice to the Board, Governors and Senior Management on legal aspects of all Central Banking operations, monetary policy, financial stability and payment systems.
• Drive the preparation and implementation of supervised financial institutions’ (SFIs) resolution strategies.
• Develop proposals for appropriate legal frameworks and review existing legislation/policies that govern execution of the BoU mandate.
• Oversee the drafting and review of contracts, agreements and other legal documents.
• Coordinate activities of the LSD with those of other administrative units and offices of the BoU and external stakeholders.
• Develop the legal risk management plan and policy and drive its implementation.
• Coordinate legal issues handled by external legal service providers.
• Coordinate digitization of Legal Services department’s processes.
• Manage the Legal human resources through participation in recruitment, conducting performance appraisals, capacity building and deployment.
• Any other duties that may be assigned by the Deputy Governor or Governor.

Personal Specifications
1. Qualifications
• First class or second class (upper division) bachelor’s degree in law- (LL.B. Hons).

A master’s degree in law (LL.M.) specialising in commercial law or banking and financial institutions regulation from a recognized university is required.
• A post graduate diploma in legal practice
• A certificate of enrolment as advocate of the High Court of Uganda
• A valid Practicing Certificate

2. Experience
• Fifteen (15) years post enrolment experience in financial sector regulation, at least eight (8) of which should in a senior management position.
