Job Description

Purpose of the role
SITES is seeking to recruit a qualified technical expert to provide technical assistance to the Ministry of Health Division of Health Information (MOH/DHI) to develop and roll out its digitization strategy. The technical expert is contracted as an individual to support the MOH/DHI in conducting rapid assessments, designing the digital strategy, implementing the roll out of the strategy throughout Uganda, monitoring progress of implementation, developing local capacity to implement the digital strategy at the various levels of the health systems as prioritized by the MOH/DHI, reporting as required.
The technical expert will work directly under the technical supervision of the Assistant Commissioner at the MOH/DHI with administrative supervision and oversight by the SITES Chief of Party. The position will last for the duration of the USAID/SITES Activity.

Scope of work
The scope covers the technical areas of HIV/AIDS, TB, MCH, Family Planning, Malaria, Nutrition, WASH. Other technical areas may be added as determined by MOH/DHI.

The Technical Expert will carry out the following tasks:
• Work with MOH/DHI to collect the necessary data, review and identify priority areas for the digitization
• Design protocols and tools for effective and efficient roll out of the digital strategy
• Participate and where necessary lead the roll out of the digital strategy
• Develop the capacity of users and stakeholders to implement the digital strategy
• Work on health information exchange systems and tools and work closely with partners and other institutions to ensure development of systems and tools that are interoperable.
• Develop workplan and budgets as required to support digital strategy roll out
• Prepare technical documentations, including presentations, reports, technical papers and other documentations necessary for the effective roll out for the digital strategy.
• Prepare performance reports and present to supervisors as required
• Provide technical support to users to effectively roll out the digital strategy.
• Support related roles as may be requested by the MOH/DHI

Deliverables
• Quarterly brief reports outlining the support provided
• Systems and tools that the technical expert has supported to develop and roll out
• Technical briefs and presentations

Qualifications
• A minimum of a post graduate qualification in digital information systems, preferably in the health-related information systems
• Strong understanding of relevant technical areas such as HIV and Family Health
• At least 5 years of programming experience in HIV and/or Family Health
• At least 5 years of health data management. Expertise in mathematical modelling, detailed statistical analysis and triangulation are added attributes.
• Demonstrable technical writing and presentation skills.

• Ability to adapt to local field conditions.
