Basic Function (Summary of the Function)
The Senior Standards and Compliance Officer supports the development, implementation, monitoring, and enforcement of national TVET standards and compliance systems in accordance with the TVET Act, 2025. The position is responsible for conducting technical compliance assessments, institutional audits, inspections, and follow-up actions to ensure that TVET providers, programmes, trainers, facilities, and assessment systems meet approved national standards and contribute to a quality-assured, labour market–responsive TVET system.
Duties and Responsibilities
1. Standards Development and Review
a) Support the development, validation, documentation, and periodic review of national TVET standards for institutions, programmes, trainers, facilities, and assessment systems.
b) Participate in technical working groups and consultations with Sector Skills Expert Committees (SSECs), professional bodies, and industry stakeholders.
c) Support alignment of occupational standards with the TVET Qualifications Framework and accreditation requirements.
d) Contribute technical inputs toward harmonization of TVET standards with regional and international frameworks (EAC, SADC, AU, UNESCO-UNEVOC).
2. Compliance Monitoring and Institutional Inspections
a) Conduct institutional audits, compliance assessments, and inspections of TVET providers in line with approved standards and protocols.
b) Apply compliance monitoring tools, checklists, and scoring frameworks during inspections.
c) Document inspection findings, non-compliance issues, risks, and good practices.
d) Support follow-up inspections to verify implementation of corrective and improvement actions.
e) Recommend appropriate compliance, corrective, or enforcement actions in accordance with the TVET Act, 2025.
3. Quality Assurance and Continuous Improvement
a) Support implementation of institutional self-assessment and internal quality assurance frameworks.
b) Assist TVET providers to interpret standards and develop compliance improvement plans.
c) Monitor trends in compliance findings to inform continuous improvement of standards and monitoring tools.
d) Support integration of emerging technologies, delivery models, and occupational requirements into standards review processes.
4. Stakeholder Engagement and Capacity Building
a) Provide technical guidance to TVET institutions on standards compliance requirements.
b) Participate in sensitization workshops, training sessions, and awareness programmes on standards and compliance.
c) Engage employers, SSECs, professional councils, and regulators in standards validation and implementation.
d) Promote understanding of quality assurance and compliance obligations among public and private TVET providers.
5. Data Management and Documentation
a) Maintain accurate records of inspection reports, compliance assessments, corrective actions, and enforcement decisions.
b) Support the updating and maintenance of the national databases on standards and institutional compliance status.
c) Ensure integrity, confidentiality, and traceability of compliance records.
d) Generate compliance statistics and summaries to support reporting and decision-making.
6. Reporting and Administrative Support
a) Prepare detailed inspection reports, compliance assessment summaries, and technical recommendations.
b) Contribute to periodic unit reports submitted to the Manager Standards and Compliance.
c) Support preparation of departmental technical reports, briefs, and submissions to the TVET Council.
d) Perform any other related duties assigned by the Manager Standards and Compliance.
7. Supervision and leadership
a) Provide supervision, technical support, guidance and capacity building to staff under direct supervision
b) Prepare unit plans and performance agreements for staff under supervision
c) Provide on-the job training, coaching and mentoring to staff under supervision.
Supervision Received: Directly supervised by the Manager Standards and Compliance.
Supervision Exercised: Provides direct supervision to the Standards and Compliance Officers and may provide technical guidance to other staff as assigned.
Education Requirements
a) Bachelor’s degree in Technical and Vocational Education and Training (TVET), Education or Education Management, Hotel, tourism, and hospitality, Engineering or Technology, Education Policy, Quality Management or Industrial Management, ICT, or Applied Sciences, Health sciences, Agriculture and agribusiness or any other related disciplines:
b) Master’s degree in education (TVET), Engineering, Health, Agriculture, Quality Assurance, hotel, tourism, and hospitality, Industrial Management, or a related field is an added advantage.
c) Training in Competency-Based Education and Training (CBET), Quality Assurance, Institutional Audits, or Standards Compliance is an added advantage.
d) ISO or Quality Standards certification is an added advantage.
Experience
a) At least six (6) years of relevant experience in TVET systems, standards development, quality assurance, compliance monitoring, or institutional audits, three (3) of these years should be at a supervisory level .
b) Experience working with TVET institutions, accreditation bodies, regulators, or inspection agencies is desirable.
c) Practical experience in conducting inspections, audits, or accreditation assessments is an added advantage.
Knowledge, Skills, and Competencies
a) Good working knowledge of the TVET Act, 2025, TVET regulations, and national standards for employment-ready graduates.
b) Understanding of competency-based training systems, occupational standards, and institutional quality requirements.
c) Strong analytical, inspection, and report-writing skills.
d) High level of integrity, fairness, and professional judgment.
e) Good communication, facilitation, and stakeholder engagement skills.
f) Ability to work independently and in multidisciplinary inspection teams.
g) Proficiency in MS Office applications and basic database management systems.
Physical Demands: None.
Travel Requirements: Regular in-country travel for institutional inspections, compliance monitoring, follow-up visits, and stakeholder engagements.
