Job Description

Reports to: Senior Accreditation Officer

Department: Accreditation

Location: TVET Council Head Office / Regional Offices (as assigned)

Basic Function (Summary of the Function)

The Accreditation Officer supports the implementation of accreditation and quality assurance processes for Technical and Vocational Education and Training (TVET) providers, programmes, trainers, and assessment centres in accordance with the TVET Act, 2025 and approved national standards. The position contributes to ensuring that TVET institutions operate legally, meet minimum quality requirements, and deliver training that is relevant to national development priorities and labour market needs.

 

Duties and Responsibilities

1.    Accreditation Application Processing

a)    Receive, register, and preliminarily review applications for licensing, programme accreditation, renewal, amendment, or upgrading of TVET providers, programmes, trainers, and assessment centres.

b)    Verify completeness and accuracy of submitted documentation in line with approved accreditation guidelines.

c)    Assist in screening applications against minimum requirements stipulated under the TVET Act, 2025.

d)    Prepare application files and summaries for further evaluation by Senior Accreditation Officers.

 

2.    Accreditation Assessment Support

a)    Participate as a team member in accreditation assessment visits to TVET institutions across different TVET categories and disciplines.

b)    Support verification of facilities, equipment, staffing, learning resources, governance arrangements, and programme delivery.

c)    Collect, document, and organize assessment evidence using approved tools and checklists.

d)    Support the assessment of programme relevance and alignment with occupational standards, UVQF levels, and labour market needs.

 

3.    Quality Assurance and Compliance Monitoring

a)    Assist in conducting routine inspections and follow-up monitoring of accredited TVET providers to confirm continued compliance with accreditation standards.

b)    Identify and document compliance gaps, risks, and areas requiring improvement.

c)    Support monitoring of corrective actions undertaken by TVET providers following accreditation or inspection outcomes.

d)    Contribute to post-accreditation monitoring and continuous quality improvement initiatives.

4.    Records Management and Data Support

a)    Maintain accurate and up-to-date accreditation records, files, and electronic databases.

b)    Update registers of accredited TVET providers, programmes, and assessment centres.

c)    Ensure proper filing, confidentiality, and integrity of accreditation data and documentation.

d)    Assist in generating routine accreditation statistics and operational data.

 

5.    Stakeholder Support and Sensitization

a)    Provide basic guidance and information to TVET providers on accreditation requirements, procedures, and timelines.

b)    Participate in sensitization and awareness activities for TVET institutions and other stakeholders.

c)    Support engagement with Sector Skills Expert Committees (SSECs) and other technical experts during programme evaluations.

d)    Promote understanding of quality assurance and compliance expectations among TVET providers.

 

6.    Reporting and Administrative Support

a)    Draft field reports, inspection notes, and assessment summaries for review by Senior Accreditation Officers.

b)    Draft periodic operational and compliance reports.

c)    Provide inputs to internal reviews, audits, and improvement of accreditation tools and processes.

d)    Perform any other related duties as assigned by the Senior Accreditation Officer.

 

Supervision Received: Directly supervised by the Senior Accreditation Officer.

Supervision Exercised: None.

Education Requirements 

a)    Bachelor’s degree in any of the following or related fields: education (technical/vocational), engineering, technology, business administration, Tourism, hotel, and hospitality, agriculture, health sciences, social sciences, or a related field.

b)    Training or exposure in Competency-Based Education and Training (CBET), Quality Assurance, Assessment, Inspection, or Accreditation is an added advantage.

c)    Education qualifications shall be flexible to accommodate the diversity of TVET specializations and occupational areas in Uganda.

 

Experience

a)    At least three (3) years of relevant experience in TVET delivery, training, assessment, inspection, quality assurance, or institutional support.

b)    Experience working with TVET institutions, training centres, industry, or regulatory bodies is desirable.

c)    Practical experience in any TVET occupational field or specialization is an added advantage.

 

Knowledge, Skills, and Competencies

a)    Basic understanding of the TVET Act, 2025, the Uganda Vocational Qualifications Framework (UVQF), and national TVET standards.

b)    Good analytical, observation, and documentation skills.

c)    Ability to interpret guidelines, checklists, and accreditation requirements.

d)    High level of integrity, objectivity, and attention to detail.

e)    Good communication and interpersonal skills.

f)      Ability to work effectively in multidisciplinary teams and diverse institutional environments.

g)    Basic proficiency in MS Office applications and digital data systems.

 

Physical Demands: None.

Travel Requirements: Frequent in-country travel is required to support accreditation assessments, inspections, and monitoring of TVET providers across the country
