Basic Function (Summary of the Function)
The Qualifications Framework Officer supports the implementation, maintenance, and operational use of the TVET Qualifications Framework (TVET QF) in accordance with Section 28 of the TVET Act, 2025. The position provides technical and administrative support in qualifications mapping, data management, verification, recognition, and stakeholder engagement to ensure consistency, transparency, and quality in TVET qualifications, pathways, and equivalency processes.
Duties and Responsibilities
1. TVET Qualifications Framework Implementation
a) Implement approved TVET Qualifications Framework policies, guidelines, and tools.
b) Document TVET qualification levels, descriptors, learning pathways, and progression routes.
c) Compile technical inputs and background information for TVET QF development and review activities.
d) Coordinate with TVET providers, assessment bodies, and regulators on TVET QF operational matters.
2. Qualifications Mapping and Alignment
a) Map of TVET programmes and qualifications to approved TVET QF levels and descriptors.
b) Verify alignment of admission requirements, assessment criteria, certification rules, and progression pathways with TVET QF provisions.
c) Provide a mapping of TVET qualifications to general education levels and occupational standards under guidance of the Senior Qualifications Framework Officer.
d) Document qualification linkages and progression pathways across TVET subsectors.
3. Verification, Recognition, and Equivalence Support
a) Process applications for verification and recognition of local and foreign TVET qualifications.
b) Conduct a preliminary review of qualification documents to confirm completeness and authenticity.
c) Conduct equivalence mapping between TVET qualifications and other education system qualifications.
d) Compile assessment notes and supporting documentation for recognition, equivalence, and appeal decisions.
4. Quality Assurance and Continuous Improvement
a) Monitor compliance of TVET qualifications with approved TVET QF standards and descriptors.
b) Collect and organize data for TVET QF reviews and benchmarking exercises.
c) Document emerging skills, occupational profiles, and labour market trends relevant to the TVET QF.
d) Contribute to internal reviews and improvement of qualifications framework tools and processes.
5. Stakeholder Engagement and Awareness
a) Provide basic guidance to TVET providers and stakeholders on TVET QF requirements and processes.
b) Support sensitization and awareness activities on qualification pathways and progression routes.
c) Assist in organizing meetings, workshops, and stakeholder consultations related to the TVET QF.
d) Promote understanding of the TVET Qualifications Framework among public and private sector actors.
6. Data Management and Records
a) Maintain accurate and up-to-date records of TVET qualifications, descriptors, equivalence decisions, and recognition outcomes.
b) Support updating of the national database of TVET qualifications and pathways.
c) Ensure proper filing, confidentiality, and integrity of qualification records and documentation.
d) Assist in generating routine statistics and operational reports.
7. Reporting and Administrative Support
a) Prepare draft technical notes, summaries, and reports for review by the Senior Qualifications Framework Officer.
b) Support data analysis for policy, planning, and reporting purposes.
c) Perform any other related duties assigned by the Senior Qualifications Framework Officer.
Supervision Received: Directly supervised by the Senior Qualifications Framework Officer.

Education Requirements
a. Bachelor’s degree Technical and Vocational Education and Training (TVET), Education or Education Policy, Curriculum Studies or Instructional Design, Engineering, Technology, or Applied Sciences, Agriculture, Agribusiness, or Natural Sciences, Health Sciences or Allied Health, Business, Management, or Entrepreneurship, , or Labour Studies or any other related disciplines:
b. Training or exposure in Competency-Based Education and Training (CBET), Assessment, Qualifications Frameworks, Recognition of Prior Learning (RPL), or Quality Assurance is an added advantage.
Experience
a. At least three (3) years of relevant experience in TVET delivery, qualifications support, assessment, curriculum development, quality assurance, or education administration.
b. Experience working with TVET institutions, assessment bodies, regulators, or Sector Skills Bodies is desirable.
c. Experience supporting data management, documentation, or verification processes is an added advantage.
Knowledge, Skills, and Competencies
a. Basic working knowledge of the TVET Act, 2025 and the TVET Qualifications Framework.
b. Understanding of competency-based training and assessment principles.
c. Good analytical, documentation, and organizational skills.
d. Attention to detail, integrity, and objectivity.
e. Ability to follow guidelines, procedures, and technical instructions.
f. Good communication and interpersonal skills.
g. Ability to work effectively in multidisciplinary teams.
h. Basic proficiency in MS Office applications and digital information management systems.
Physical Demands: None.
Travel Requirements: Limited in-country travel for stakeholder engagements, awareness activities, and coordination meetings. Occasional travel may be required to support benchmarking or validation exercises.
