District Mission Statement

“To serve the community through a coordinated delivery of services which focus on national and local priorities and promote the sustainable social and economic development of the District”

Strategic Objectives of the District

~        To identify and collect sufficient revenue to meet planned service delivery levels.

~        To contribute to the sustainable economic growth of the local economy so as to reduce domestic poverty.

~        To increase the level and quality of basic education.

~        To provide accessible health services.

~        To increase accessibility to safe water and sanitation at household level.

~        To promote and enhance the participation of gender and the disadvantaged concerns.

~        To provide technical services for infrastructures and energy development in the District.

~        To promote sustainable management of National Resources.

Key District Development Challenges and Constraints

The challenges include among others:

~        Low local revenue, widespread poverty both rural and urban, high population growth of 3.5% therefore high dependency ratio.

~        High level of natural resources depletion, declining soil productivity coupled with farmers’ insistence in subsistence and low value crops farming therefore causing food insecurity and low household incomes.

~        HIV/AIDS prevalence has risen from 8.4% to 10.4% and this poses a tremendous intervention challenges and as such much attention should be put in this area.

~        Insensitivity on operation and maintenance of infrastructure and services

~        Inadequate funding from the centre to improve some of the services required by community.

~        The huge financial backlog of court cases against the District is yet another challenge

Priority areas

The district has come up with key priority areas for the next five years for closer attention. These include:

~        Education and Sports

~        Health and Children Affairs

~        Community Access Roads and Rural Infrastructure

~        Production and Marketing, and

~        Natural resources, among others

The major interventions to be undertaken are:

~        Primary Schools classroom construction and teachers houses.

~        Scaling-up school inspections.

~        Rehabilitation and upgrading of Health centres.

~        Scaling up PHC (including malaria prevention and control of HIV/AIDS).

~        Good and regular maintenance of feeder roads.

~        Opening up community access roads.

~        Provision of safe water for drinking (construction of deep and shallow wells)

~        Mobilizing community to participate in district development programmes.

~        Reduce illiteracy rates through educative FAL programmes.

~        Sensitising community in rational use of Natural resources.

~        Enhance household incomes through appropriate agricultural practices.

~        Improving local revenue collection and administration.

~        Promoting good governance

~        Operations and maintenance of infrastructure

Unfunded priorities

The following unfunded priorities have been planned pending any opportunity for available financial support from any development partner(s), donors and/ or well-wishers:

~        Rehabilitation and reconstruction of county and sub-county administrative structures.

~        Rehabilitation of district administrative block.

~        Establishment of vocational schools in all the sub-counties.

~        Construction of a council hall (complex)

~        Construction of a stadium
