Job Description
PURPOSE OF THE POSITION
The M&E Officer is expected to provide technical expertise to ensure efficient, effective and
timely planning and execution of the various project M&E processes and activities.
The MEL Officer will work as part of UWEAL Uganda national team reporting to the Senior
Programme manager. Based in Kampala, Uganda the incumbent will lead the design of
tailor-made tools and will support partners in the monitoring, evaluation and learning plans.
The MEL Officer will work closely with the Project Coordinator, Field Officers and Community
Based Resource Persons. The assignment is expected to last for 25 months.
The MERL will specifically perform the following tasks
â– Implementation of the UWEAL monitoring framework, using DREAMS project Results
framework
â– Ensuring M&E tasks (such as planning, coordination of monitoring and data collection
activities, training of staff, etc. are effectively carried out in accordance with the UWEAL’s
M&E plan.
â– Reviewing and updating monitoring and evaluation tools and systems (such as the DIP,
M&E plan) linked to key indicators for the purpose of informing program activities and
reporting to the donor, and supporting continuous evidence-based learning and adaptive
management in the process
â– Providing high quality technical support on planning, development and implementation
of M&E systems to UWEAL staff
â– Ensuring regular communication and coordination with regard to the collection,
coordination and exchange of M&E information with project staff and other UWEAL
Program Staff
â– Ensuring all UWEAL program activities develop and apply M&E systems which meet the
evidence-based data collection requirements.
Accountability and Monitoring Systems Development
â– Overall responsible for the implementation of the Monitoring and Evaluation plan for the
project.
â– Supports the MEL components of proposal development and programme design, indicator
definitions, theory of change and log frame design.
â– Produces monitoring and accountability checklists monthly for the DREAMS project
â– Conducts periodic data audits and analyses to ensure high-quality data.
â– Monitors overall project implementation of the project and provides feedback to the
Project Coordinator on a regular basis.
M&E Design / Quality Assurance
â– Develop and periodically review tracking and monitoring tools for routine tracking and
collecting of monitoring information;
â– Ensure project tools are being used effectively by project and partners staff and that the
data they are collecting informs the results intended;
â– Ensure that tools in use meet the needs of the project and that staff have the capacity to
utilize them effectively for reporting and monitoring of progress;
â– Identify training needs of staff working on the project and recommend actions for
improving capacity with regard to M&E;
â– Ensure that data collected through M&E processes is reliable, accurate and complete to
the extent possible in the project context; and
â– Apply a continuous improvement approach toward all data collection processes.
Assessment, Learning and Documentation
â– Leads the project team in all aspects of MEL, for example, assessments and evaluations,
joint project monitoring and reviews / lessons learning workshops / events.
â– Ensures relevant, timely, and quality project support to the Field Officers on assessments
& evaluations; i.e., supports in development and review of the survey tools, data analysis
and report writing.
â– Attends and participates in relevant meetings with UWEAL and Partner projects teams
on project monitoring and learning ie updates on projects progress on achievements &
challenges for actions and reactions.
â– Contributes to organizational learning documentation and dissemination of key findings
stemming from monitoring, assessment, and other analyses of project learning activities.
â– Tracks and ensures organized, comprehensive electronic filing of documented reports,
baselines, evaluations and assessments.
â– Collects success stories, case studies, and project pictures from all the project activities
quarterly and files them accordingly.
Capacity Building
â– Supports UWEAL staff on data management and storage.
â– Facilitates capacity building for UWEAL staff on skills / knowledge related to Monitoring,
Evaluation, Accountability and Learning, including; designing monitoring tools, analyzing
/ monitoring data, conducting assessment / evaluation, and implementing feedback
mechanisms.
â– Undertakes regular visits to UWEAL field locations, to support monitoring and evaluation
processes and contribute to the development and roll-out of accountability processes. Ie
provide training, mentorship, technical assistance, while ensuring that accountability and
learning tools and strategies are under- stood and implemented effectively.
â– Co-lead timely and effective project reflection (monitoring), and work with the Project
Coordinator and Field Officers to address any project performance issues

QUALIFICATIONS AND EXPERIENCE REQUIRED
■Bachelor’s Degree in Development Studies, Community Psychology, Education, Economics
or Statistics, Monitoring and evaluation or Entrepreneurship
â– A minimum of 2 years of experience in the field of monitoring and evaluation of
development programs
â– Experience with monitoring and evaluation concepts and principles is required;
â– Knowledge of quantitative data collection and analysis is preferred;
â– Knowledge of international development, and with issues that impact refugees and host
communities
â– Demonstrated experience and skills in project reporting, knowledge management &
learning process.
â– Experience working with ethnically diverse communities and with projects implementing
gender mainstreaming strategies
â– Demonstrated high level written and verbal communication skills in English and speaking
Luo languages or Runyakitara.
â– Highly developed interpersonal and communication skills including influencing and
coaching
