Overview:
The UCF Procurement Officer role is a full-time Kampala-based position for the project
entitled “Supporting New and Existing Community Conservancies, Adjacent Parks and
Forests in the Kidepo Turkana Landscape of Uganda and Kenya.” This three-year
project is funded by the EU’s NaturAfrica programme for biodiversity and livelihoods in
Africa, which was launched in 2021 to support large-scale, inter-regional conservation
approaches focussed on the Key Landscapes for Conservation and Development (KLCD.)
This project focusses on the Karamoja and Turkana transboundary meta-landscape. And is
implemented by the Northern Rangelands Trust (NRT) of Kenya, as the Lead Agency,
working in partnership with the Uganda Conservation Foundation (UCF), the Uganda
Wildlife Authority (UWA) and the National Forest Authority (NFA) of Uganda.
This project aims to
i. Strengthen capacity for inclusive conservation management, planning and
implementation through improving the capability of state agencies responsible for
managing wildlife and forests in protected areas, and establishing strategically
important community conservancies to sustain and restore ecological
connectivity across the landscape.
ii. Enhance access to equitable and sustainable green economy livelihood
opportunities for all community members through the development of communitydriven enterprises governed by the community conservancy process.
iii. Strengthen capacity for land-use governance and natural resource management
by protecting human rights and enabling a structured forum of communication
and dispute resolution between adjoining community conservancies. This way
key issues driving conflict on land-use and natural resource management can be
mitigated and solved.
For this role, 50% of the UCF Procurement Officer’s time will support UCFs project
implementation procurements for this EU NaturAfrica Project. The remaining 50% will
support UCF’s other programmes. The role may require frequent upcountry travel.
NRT is a membership organisation owned and led by the 46 Community Conservancies
across northern and coastal Kenya, and now north-eastern Uganda (https://www.nrtkenya.org/). Community Conservancies are local institutions run for and by indigenous
people to support the management of community-owned land for the benefit of improving
livelihoods.
UCF is a not-for-profit organization registered in the UK and Uganda. It supports the
Uganda Wildlife Authority to safeguard Uganda’s natural heritage via wildlife conservation,
park recovery and community development initiatives (https://ugandacf.org/). During its
more than 20 years of operations in Uganda, UCF has led the recovery programmes in
Murchison Falls, Queen Elizabeth and Kidepo Valley National Parks.
UWA is a semi-autonomous government agency that conserves and manages Uganda’s
wildlife for the people of Uganda and the global community (https://ugandawildlife.org). It
manages 10 national parks, 12 wildlife reserves, 5 community wildlife management areas
and 13 wildlife sanctuaries. UWA is also responsible for the management of wildlife outside
protected areas, primarily involving the mitigation of human wildlife conflict.
NFA is mandated to manage Uganda’s central forest reserves on a sustainable basis and to
supply high quality forestry-related products and services to government, local
communities and the private sector (https://www.nfa.go.ug). NFA manages 506 central
forest reserves with an objective of sustainably improving management of the CFRs and
providing quality forestry products and services for the socio-economic development of
Uganda.
Purpose & scope of this role:
The procurement officer will oversee UCF’s project-specific procurement of operational
goods, materials, works and services as guided by the Procurement Policy. They will
ensure efficient, compliant and cost-effective procurement processes.
Duties & Responsibilities:
Product / service evaluation and supplier performance:
i. Review, compare, analyse and approve products and services for procurement.
ii. Prepare bidding and solicitation documents for required procurements
iii. Evaluate and select suppliers based on quality, cost and reliability.
iv. Draft service level agreements for suppliers and continuously evaluate their
performance against set standards.
v. Ensure supply chain risk is addressed when planning procurements and work with
budget holders to help mitigate risk contractually and through supplier
relationships.
Needs assessment and collaboration:
vi. Work with UCF’s internal & external stakeholders to determine procurement needs,
quality, and delivery requirements.
vii. Coordinate all purchases based on organisational and project requirements.
Financial control and reporting:
viii. Review inventory and update as required.
ix. Keep appropriate records and conduct biannual asset stock-takes
x. Work with the accounts department to ensure up-to-date asset registers.
xi. Ensure compliance to organisational policies and support organisational and project
requirements
Experience & skills required:
Relevant University Degree
At least two years’ experience running public and private sector procurements.
Experience of commercial negotiation, including contracts management.
Comprehensive understanding of public procurement law and contracts.
Strong analytical and numerical skills demonstrate an ability to evaluate bidders’
costs and identify potential issues and risks.
Excellent standard of literacy and effective written communication skills for
drafting procurement literature or proposing contract variations.
Good verbal communication and presentation skills including the ability to
explain technical matters to a non-technical audience.
An ability to create organisation-wide procurement schedules, update and
monitor them and re-prioritise where necessary.
Ability to work on own initiative and as a member of a team.
