Position 2: Monitoring Evaluation Accountability and Learning Assistant (1 person)
Duty station: RICE West Nile Head Office.
Contract period: 1 year renewable upon good performance.
Reports to: MEAL coordinator
Job Summary: The Monitoring and Evaluation (MEAL) Assistant will be responsible for
data collection, analysis, and tracking project performance as well reporting. He/she will
also ensure quality implementation throughout the project cycle and will be responsible
for the design, coordination and implementation of the monitoring and evaluation,
research, develop baseline data for each project component and for all project indicators
and ensure quality control.
Qualifications, Skills and Experience:
The ideal candidate for the job opportunity must possess the following qualifications, skills
and experience:
i. Bachelor’s degree in Statistics, Economics, computer related course, Monitoring
and Evaluation or any closely relevant field.
ii. Formal training in monitoring and evaluation especially a post graduate diploma
will be an added advantage.
iii. Experience of not less than 2 years in MEAL preferably related to NGO work.
iv. Demonstrable competencies in setting up MEAL systems will be an added
advantage.
v. Competence in both quantitative and qualitative research methods.
vi. Experience in developing and coordinating data collection, processing and
analysis systems.
vii. Good communication and inter-personal skills, team player, able to work under
minimal supervision in a fast-paced NGO environment.
viii. Strong IT, analytical skills and Excellent report writing skills.
ix. Awareness of multiple donor MEAL requirements.
x. Impeccable integrity and demeanor.
Behavioral competencies: This position requires a flexible person with the ability to
cope with changing technology, Strong interpersonal skills to effectively train and
communicate with farmers, strong problem-solving skills and a team player.
Key Duties and Responsibilities:
i. Develop and routinely update MEAL tools including the log frames, workplans,
MEAL Plans, ITT, results frameworks, theory of change etc.
ii. Undertake quarterly data audits for the projects to ensure that data meets
approved standards.
iii. Develop and routinely update project database disaggregated in terms of gender,
nationality, age among others.
iv. Collect, analyze and interpret project data including participants profiles or data to
inform strategic decisions by management, learning across project teams and
program staff in the organization.
v. Properly document and analyze participants feedback to inform learning and
adaptive programing.
vi. Monitor, Track and document project successes, lessons learnt through defined
evaluation approaches including outcome harvest, success story documentation,
formative and summative evaluations.
vii. Support in evaluations, research, monitoring visits, assessments, learning
sessions within the projects assigned and ensure the findings are disseminated
and used for improvement.
viii. Facilitate utilization of data for decision making and documentation of best
practices/lessons learnt.
ix. Develop, M&E and progress reports for the projects and share with the
management, donors, participants and local government officials.
x. Train or mentor staff of RICE West Nile, community support staff, stakeholders and
participants in the basics of M&E, documentation and other areas of need.
