Job Description

Position: Labour Market Intelligence & Consumer Affairs Officer

Reports to: Senior Labour Market Intelligence & Consumer Affairs officer

Department: Industrial Affairs

Location: TVET Head Office, Kampala

Basic Function (Summary of the function).

The Labour Market Intelligence & Consumer Affairs Officer provides technical support in labour market intelligence (LMI) research, analysis, and dissemination that informs TVET policy, curriculum design, qualifications frameworks, and consumer protection mechanisms. The Officer ensures that TVET services and programmes respond to labour market demands while safeguarding trainee and stakeholder interests.

 

Duties and Responsibilities

1.    Labour Market Intelligence (LMI) & Analysis

a)    Contribute to the design, management, and implementation of labour market research methodologies (quantitative and qualitative) to identify current and emerging skills needs, employment trends, occupational supply and demand, and job growth areas across sectors relevant to TVET.

b)    Collect, validate, analyse and interpret data from varied sources (national surveys, employer surveys, job postings, sector profiles, international databases) to produce accurate LMI and actionable labour market intelligence (LMI + interpretation).

c)    Collect and group labour market reports per sector or subsector and create a repository, dashboards, briefs and forecasts that inform curriculum development, qualifications review, training standards and career guidance.

d)    Maintain and update labour market databases/observatories, integrating national data with sector-specific inputs to support evidence-based planning.

 

2.    Stakeholder Engagement & Partnerships

a)    Work with Sector Skills Expert committee to triangulate industry needs, validate skills gaps and co-create intelligence that feeds into TVET policy and standards.

b)    Facilitate collaboration with government ministries, employers’ associations, industry bodies, labour unions, and development partners to ensure a broad base of data and feedback loops.

c)    Represent the Council in national labour market forums and contribute to cross-border LMI initiatives as and when required.

 

3.    Consumer Affairs

a)    Monitor, evaluate and report on consumer satisfaction and protection in the delivery of TVET services, including institutional quality, credential recognition, fairness of assessment, and adherence to regulatory standards.

b)    Respond to stakeholder complaints, inquiries, and feedback regarding TVET provision, providing guidance and corrective actions where necessary.

c)    Collaborate with legal and regulatory units to enforce consumer protection standards and ensure transparency in TVET service delivery.

4.     Policy & Strategic Support

a)    Provide policy advice and technical inputs to TVET councils, government policy agencies, and curriculum developers leveraging LMI findings.

b)    Support the integration of labour market intelligence into the national TVET Qualifications Framework and skills forecasting tools per the TVET Act 2025.

c)    Contribute to annual and strategic planning, budget formulation and performance monitoring frameworks.

 

5.    Communication & Dissemination

a)     Prepare and support the publishing of LMI reports, bulletins, policy briefs, newsletters, and data visualisations for diverse audiences (policymakers, educators, employers, learners).

b)     Develop communication materials on employment prospects, skills trends and career pathways for public awareness and learning pathways guidance.

 

Supervision Received: Directly supervised by the Senior Officer Labour Market Intelligence & Consumer Affairs.

Supervision Exercised: None.

Education Requirements 

a)    Degree in Economics, Labour Economics, Statistics, Social Sciences, Public Policy, Education Planning/Management, or related field.

b)    Postgraduate diploma  with substantial relevant experience may be acceptable.

 

Experience

a)    Minimum three (3) years practical experience in labour market research, TVET policy, labour economics, LMI systems or workforce planning.

b)    Experience with Government agencies, TVET authorities, sector skills councils, labour market observatories or statistical institutions is an added advantage.

 

Knowledge and Skills

a)    Good understanding of Education Sector initiative and Technical and Vocational Education and Training (TVET) Strong quantitative and qualitative research skills; proficiency in analysis tools (e.g., SPSS, Stata, Power BI, Tableau).

b)    Excellent report writing, data interpretation and presentation skills.

c)     Strong stakeholder engagement, negotiation and facilitation skills.

d)    Understanding of consumer protection frameworks and regulatory compliance.

e)    Analytical Thinking & Problem Solving skills. Ability to Synthesise complex data into actionable insights.

f)      Communication skills: Able to communicate clearly, speak with diverse audiences and with persuasive writing skills.

g)    Collaboration: Should work effectively with cross-sector stakeholders including private sector, educators and government.

h)    Strategic Focus: Able to align research and intelligence with national priorities and TVET strategic goals.
