Reports to: Head of Human Resource Management
Organizational Unit: Human Resource Management Unit
Location: TVET Council Head Office, Kampala.
Basic Function (Summary of the Function)
The Senior Human Resource (HR) Officer provides operational leadership and technical oversight in the implementation of human resource policies, systems, and programmes of the TVET Council Secretariat. The Senior Officer supports effective workforce management, staff performance, compliance with labour and public service regulations, and capacity building of the Council’s staff.
Duties and Responsibilities
1. Human Resource Policy Implementation and Compliance
a) Implement and conduct periodic review of human resource policies, procedures, and systems in accordance with Labour and Employment Laws of Uganda.
b) Ensure compliance with HR policies, ethical standards, and internal controls in all human resource processes.
c) Draft HR guidelines, procedures and standards.
2. Workforce Planning, Recruitment, and Onboarding
a) Coordinate workforce planning, draft and implement recruitment and selection plans, draft appointment/contract documentation for staff and coordinate onboarding processes in accordance with approved procedures.
b) Ensure recruitment processes are fair, transparent, merit-based, and properly documented.
3. Performance Management and Staff Development
a) Coordinate the implementation of the performance management system, including target setting, performance monitoring, reviews and evaluation.
b) Manage performance in line with the TVET Council performance management system and Human Resource Manual and guidelines.
c) Consolidate staff performance information and prepare performance reports for management review.
4. Learning and Development
a) Support training needs assessments, implementation of training programmes, and staff development initiatives.
b) Draft Learning and development reports.
c) Coordinate coaching, mentoring, and on-the-job training to enhance staff competencies and performance.
5. Employee Relations and Welfare
a) Provide guidance on employee relations matters, including disciplinary processes, grievance handling, and staff welfare issues in accordance with labour laws and internal procedures.
b) Develop and implement staff motivation programs and initiatives that foster a positive, ethical, and professional work environment.
6. Payroll, Benefits, and HR Records
a) Coordinate payroll inputs, benefits administration, and staff records management in collaboration with the Department of Finance and Fund Management.
b) Ensure accuracy, confidentiality, and proper maintenance of HR records and information systems.
7. Supervision and Leadership.
a) Provide operational leadership to Human Resource Unit
b) Provide supervision, technical support, coaching, mentoring, and capacity building to staff under direct supervision.
c) Draft and submit periodic HR operational and performance reports
d) Perform any other duties as may be assigned by the supervisor.
Supervision received: Works under the supervision of the Manager Human Resource.
Supervision Exercised: Directly supervises Human Resource Officers and other support staff as assigned.
Education Requirements:
a) Bachelor’s degree in Human Resource Management, Business Administration, Social Sciences, or a related field.
b) Professional HR certification is an added advantage.
c) Membership to the Human Resource Mangers’ Association of Uganda is desirable.
Experience:
a) At least 6 years of relevant HR experience, with 3 years at a supervisory level, preferably in the public sector, donor funded program or agency or a statutory body.
Knowledge and Skills:
a) Knowledge of Uganda labour laws, Employment Act, 2006 and public-sector HR practices.
b) Strong supervisory, coaching, and mentoring skills
c) Experience in performance management systems
d) Good communication, analytical, and report-writing skills
e) High ethical standards and confidentiality.
Physical Demands: Primarily office-based with normal administrative activities.
Travel Requirements: Limited local travel for official assignments.
