Job Description

Department: Legal Services and Council Affairs

Reports to:   Senior Legal Officer Policy and Council Affairs

Location:      TVET Council Head Office, Kampala.

Job Summary:

The Legal Officer is responsible for providing legal support to the TVET Council’s operations. This role involves assisting in legal advisory, research, drafting, and ensuring the Council’s activities are in full compliance with the TVET Act, 2025, and other relevant laws of Uganda.

 

Key Duties and Responsibilities:

a)    Draft legal advice to the Council’s departments on matters of law, procedure, and legal interpretation. 

b)    Provide an analysis and review of policies, regulations, and laws affecting the TVET sector.

c)    Interpret laws, rulings, and regulations for the Council. Provide legal guidance on the development and implementation of TVET policies, standards, and regulations.

d)    Drafting and reviewing of legal documents, including contracts, memoranda of understanding (MoUs), licenses, and other agreements to safeguard the Council’s interests.

e)    Preparing case files, gathering evidence, and drafting preliminary pleadings.

f)      Conduct thorough legal research on matters pertinent to the Council’s mandate and emerging legal issues in the education and skills development sector.  [MN1] [MN2]

g)    Serve as a legal advisor to the Council and its management on all statutory and regulatory matters.

h)    Interpret and ensure compliance with the TVET Act 2025 and other relevant laws and regulations.

i)      Represent the Council in legal proceedings.

j)      Develop and implement a comprehensive legal risk management framework for the Council.

k)    Advise on matters of intellectual property, data protection, and other legal aspects relevant to the Council’s operations.

 

Supervision Received: Directly supervised by the Senior Officer Policy and Council Affairs.

Supervision Exercised: None.

Education Requirements. 

a)    Bachelor of Laws (Honors) degree from a recognized university.

b)    A Post-Graduate Diploma in Legal Practice from the Law Development Centre.

c)    Must be an enrolled Advocate of the High Court of Uganda.

d)    A Master’s degree in Law, Business Administration, or a related field will be an added advantage.

 

Experience

a)    A minimum of three (3) years of post-enrolment experience in a busy law firm or in the legal department of a public entity.

 

Knowledge and Skills 

a)    Knowledge of the Ugandan legal system and procedures.

b)    Strong legal research and analytical skills.

c)    Excellent drafting and communication skills.

d)    High level of integrity, ethics, and professionalism.

e)    Good interpersonal and teamwork skills.

f)      Proficiency in using computers, including legal research databases and Microsoft Office Suite.

g)    Ability to work under pressure and meet tight deadlines.
