Reports to: Manager Financial Accounting and Budgeting
Department: Finance and Fund Management
Location: Kampala, Uganda
Basic Function (Summary of the function)
The senior accountant prepares management and statutory financial reports and statements, prepares, monitors and reviews the Authority’s annual recurrent and capital (development) budgets in line with the accounting standards, budgetary provisions and the organization’s Financial Manual, participates in audit engagements and ensures that all audit queries raised are sufficiently responded to in a timely manner. The Senior Accountant also participates in the implementation of financial systems and procedures for the accountability and control of the organization expenditures in line with the accounting standards, financial guidelines and PFMA 2015 and is responsible for receiving, safeguarding and processing payroll payments, payment requisitions from suppliers and other creditors.
Duties and Responsibilities:
Financial Planning and Analysis
a) Participates in the implementation and monitoring of financial strategies, plans and budgets in line with TVET Council goals and objectives.
b) Prepare financial analysis matrices, forecasts, and projections for the Manager.
c) Consolidates and prepares cash position and forecasts for the TVET Council in line with approved corporate budget and PFMA regulations and guidelines.
Financial Reporting and Compliance
a) Preparation of the financial statements in accordance with the relevant accounting standards in accordance with the statutory timelines.
b) Prepare Monthly and Quarterly Budget Performance reports in line with organizational procedures.
c) Follows up corrective action on budget variances with departments.
Cash and Treasury Management
a) Reconciles the petty cash ledger to ensure accuracy.
Accounting and Financial Operations
a) Initiates processing of all payments to service providers, statutory and other providers, in line with agreements, legal timelines and Organizational payment procedures.
b) Ensure all statutory and other deductions are applied and remitted in accordance with the law.
c) Maintain accurate assets register and participate in regular update of the fixed assets register in line with the financial procedures and guidelines.
d) Ensure timely and accurate accounting information is prepared and transmitted to the supervisor.
e) Initiate accurate journal entries, ledgers and sub-ledgers.
f) Regularly review and monitor the organization’s balance sheet movements.
Budgeting and Financial Control
a) Advises the line manager on budget variances to identify trends, risks and opportunities.
b) Participates in preparation of the annual budget and forecasts in line with the approved corporate strategy and the Uganda PFMA, Regulations and guidelines.
c) Advises the line Manager on expenditure in line with the approved workplan and budget.
d) Participates in the implementation of financial controls and procedures to safeguard assets and mitigate financial risks.
Stakeholder Relations and Communication
a) Participate in External and Internal Audits.
b) Propose recommendations on the operation of the control systems and other matters by Internal and External Auditors.
c) Ensure the audit matrix and all audit queries are sufficiently responded to and closed.
Risk Management
a) Propose departmental risks and implement mitigation measures.
b) Participate in the periodic test of financial accounting, reporting and budget management systems.
Supervision and leadership
a) Provide supervision, technical support, guidance and capacity building to staff under direct supervision
b) Prepare unit plans and performance agreements for staff under supervision
c) Provide on-the job training, coaching and mentoring to staff under supervision.
Supervision received: Directly supervised by Manager Financial Accounting and Budgeting.
Supervision exercised: Directly supervises the Accountant Financial Accounting and Budgeting.
Education Requirements:
a) EITHER Possession of an Honors’ Bachelor’s Degree in Finance and Accounting; Business Administration; Commerce, or Economics, or any other related courses from a recognized University and full professional qualification in Accountancy obtained from a recognized University/Institution.
c) Applicants should be registered as members of the Institute of Certified Public Accountants of Uganda (ICPAU).
d) Possession of Masters degree in Finance and Accounting, Business Administration, Commerce, or Economics, or a related field from a recognized University is an added advantage.
Experience:
a) Applicants should possess a minimum of six(6) years relevant working experience in financial reporting, budget performance reporting, planning and analysis in a reputable organization, three (3) years of which should be at a supervisory level.
b) Demonstrated practical knowledge of international accounting standards and Generally Accepted Accounting Procedures is desirable.
Knowledge and Skills:
a) Computer literacy is a must and knowledge in MS Office software packages are desirable
b) Ability to work as part of a team and to develop subordinates.
c) Excellent interpersonal, particularly staff/management relations, oral and written communication skills.
d) Ability to work and produce accurate results in an environment with multiple and challenging tasks.
e) Excellent customer service.
