Basic Function (Summary of the Function)
The Standards and Compliance Officer supports the implementation, monitoring, and enforcement of approved national TVET standards in accordance with the TVET Act, 2025. The position is responsible for conducting routine compliance checks, supporting institutional inspections and audits, documenting findings, and assisting TVET providers to comply with institutional, programme, trainer, facility, and assessment standards, thereby contributing to a quality-assured and labour market–responsive TVET system.
Duties and Responsibilities
1. Implementation of TVET Standards
a) Support the implementation of approved national TVET standards for institutions, programmes, trainers, facilities, and assessment systems.
b) Apply standard compliance tools, checklists, and guidelines during routine monitoring activities.
c) Collect field data and evidence to inform standards review and improvement.
d) Support alignment of TVET delivery practices with approved occupational standards and the TVET Qualifications Framework.
2. Compliance Monitoring and Field Inspections
a) Participate in institutional inspections, compliance assessments, and audits under the guidance of the Senior Standards and Compliance Officer.
b) Verify compliance with minimum standards relating to infrastructure, equipment, staffing, governance, training delivery, and assessment.
c) Record inspection observations, compliance gaps, risks, and good practices using approved reporting tools.
d) Conduct follow-up visits to verify implementation of corrective and improvement actions by TVET providers.
e) Report suspected cases of non-compliance, misrepresentation, or violation of the TVET Act, 2025.
3. Quality Assurance and Continuous Improvement
a) Educate and sensitize TVET institutions to understand and apply standards and compliance requirements.
b) Assist institutions in developing corrective action plans and improvement measures following inspections.
c) Contribute to monitoring trends in compliance findings and emerging quality issues.
d) Guide the implementation of institutional self-assessment and internal quality assurance mechanisms.
4. Stakeholder Support and Sensitization
a) Provide basic technical guidance to TVET providers on standards and compliance obligations.
b) Participate in sensitization meetings, workshops, and awareness programmes on standards and quality assurance.
c) Support engagement with employers, SSECs, professional bodies, and regulators during inspections and consultations.
d) Promote compliance culture and continuous quality improvement among TVET providers.
5. Data Management and Documentation
a) Compile and maintain accurate inspection records, checklists, photographs, and supporting evidence.
b) Assist in updating national compliance and standards databases.
c) Ensure confidentiality, accuracy, and traceability of compliance information.
d) Generate basic compliance statistics and summaries for reporting purposes.
6. Reporting and Administrative Support
a) Prepare draft inspection reports and compliance summaries for review by the Senior Standards and Compliance Officer.
b) Support preparation of periodic unit reports and inspection schedules.
c) File and maintain documentation related to standards implementation and compliance monitoring.
d) Perform any other related duties as assigned by the Senior Standards and Compliance Officer.
Supervision Received: Directly supervised by the Senior Standards and Compliance Officer.
Supervision Exercised: May, upon request, support coopted inspection assistants or temporary staff during field activities.
Education Requirements
a) Bachelor’s degree in Technical and Vocational Education and Training (TVET), Education or Education Management, Engineering or Technology, Tourism, hotel and hospitality, Quality Management or Industrial Management, Science, ICT, or Applied Sciences, Agriculture or Agribusiness, Health Sciences or Allied Health or any other related disciplines.
b) Training in Competency-Based Education and Training (CBET), Quality Assurance, Institutional Standards, or Compliance Monitoring is an added advantage.
c) Certification in quality or inspection-related courses is an added advantage.
Experience
a) Minimum of three (3) years of relevant experience in TVET delivery, institutional quality assurance, standards implementation, inspections, or compliance monitoring.
b) Experience working with TVET institutions, education regulators, inspection agencies, or accreditation bodies is desirable.
c) Field experience in inspections, audits, or monitoring activities is an added advantage.
Knowledge, Skills, and Competencies
a) Basic knowledge of the TVET Act, 2025, TVET regulations, and national standards.
b) Understanding of competency-based training, occupational standards, and quality assurance concepts.
c) Good observation, documentation, and reporting skills.
d) Integrity, objectivity, and attention to detail.
e) Ability to work effectively in field teams and follow inspection protocols.
f) Good communication and interpersonal skills.
g) Proficiency in MS Office applications and basic digital data collection tools.
Physical Demands: None.
Travel Requirements: Frequent in-country travel for routine inspections, compliance monitoring visits, follow-up assessments, and stakeholder engagements.
